《国家中长期教育改革和发展规划纲要(2010—2020年)》的颁布,标志着我国民办高等教育发展进入新阶段,相关政策思路也力图从以“管”为主向“管扶并举”转变。十年间,我国民办高等教育发展规模稳步扩大、质量显著提升,成为高等教育事业发展的重要增长点和促进高等教育改革的重要力量并开启分类管理新探索。但在肯定成绩的同时,也要认识到民办高等教育发展仍存在着质量发展滞后于规模发展、平等法律地位尚未落实、法人治理结构不完善、分类管理推进受阻等问题。展望未来,我国应以抓好民办高校党建工作为根本、以树立高质量发展民办高等教育的正确观念为前提、以打通新政落地“最后一公里”为关键、以秉行“管扶结合”的政策发展思路为重点,进一步谋求民办高等教育更好的发展。
Abstract：The promulgation of the National Outline for Medium and Long-term Educational Reform and Development(2010—2020) indicates that the development of private higher education has entered a new stage,and the relevant policy ideas are also trying to change from "management" to "management and support".During the past ten years,private higher education has steadily expanded its development scale,significantly improved its quality,become an important growth point of higher education development and an important force to promote the reform of higher education,and opened a new exploration of classified management.However,while affirming the achievements,we should also recognize that there are still some problems in the development of private higher education,such as the quality development lags behind the scale development,the equal legal status has not been implemented,the corporate governance structure is far from perfect,and classified management is blocked.Looking forward to the future,We should further seek the better development of private higher education by focusing on the party construction of private colleges,establishing the correct concept of high-quality development of private higher education,opening up the way for the implementation of the new deal,and adhering to the policy development idea of "combination of management and support".
